Introductions and procedure Minutes: Councillor Nick Wayne welcomed everyone to the meeting and officers and members introduced themselves. The procedure for the conduct of the meeting was outlined. |

Declarations of interest If you have a Disclosable Pecuniary Interest* in an item of business: § if it is not yet on the council’s register, you must declare both the existence and details of it at the start of the meeting or when it becomes apparent; § you may choose to declare a Disclosable Pecuniary Interest that is already in the register in the interests of openness and transparency. In both the above cases, you must leave the room without participating in discussion of the item.
If you have a personal interest in an item of business and you intend to speak or vote on the item you must declare both the existence and details of it at the start of the meeting or when it becomes apparent but you may participate in the discussion and vote on the item.

Doppio Zero, Ground Floor Cafe, 4 Gillespie Road, London, N5 1LN - New licence application Minutes: The Licensing Officer was asked to provide updates to the Committee. In response the Licensing Officer advised that there was no additional information and all additional submissions from the applicant and responses from the interested parties had been circulated to the members of the Sub-Committee.
In response to questions, it was noted that the barbecue grill had been outside the premises for a while. This was not considered as a hazard as it was not on the highway. It was also advised that the barbecue grill was also on their food safety checklist.
The Sub-Committee received representations from local residents. One local resident attended the hearing and presented their key points. It was stated that the resident had noticed that in the run up to the hearing, the premises was quiet and had behaved. It was also stated that the problem in this case was that there had been extensive and serious breaches of the law from the owner of the premises and the management standards were not compliant with the law. The resident also added that the owner of the premises had been serving alcohol without a licence for a long time.The resident also raised concerns around an unauthorised tent extension outside the premises as the material may be flammable and this would be a serious fire hazard. It was also stated that premises had been playing recorded music and also had an open barbecue operating every day.
In response to a question from the Sub-Committee regarding anti-social behaviour and noise nuisance, the resident stated that incidents of anti-social behaviour and noise nuisance had been reported to the Council. The Anti-Social Investigations Team had visited the premises where the owner had admitted to the sale of alcohol without obtaining a licencing to do so. In terms of noise nuisance, it was explained that the music was loud and was being played at a party level and there had been an incident where a large gathering was seen and people were flowing out into the streets. It was noted that the premises had reduced the volume of the music when the Anti-Social Investigations Team arrived, however, the music was turned back on loud after they left and this continued until after 10:30pm.
In response to a question regarding the sale of alcohol, it was stated that the owner had admitted that he had been selling alcohol without a premises license as he thought the previous licence was applicable for him. He also advised that the owner did not know that he needed a licence to play live or recorded music.
In response to a question regarding the operation of the business, the resident advised that the business had been operating with the current owner for around 1-2 Years. The resident also added that the current owner had been trying to turn the premises into a sit-down restaurant compared to the previous business which was a takeaway premises and therefore the planning issue must be addressed.
