Dog Fouling: Dunford, Lowman, Annette Roads

We the undersigned petition the council to Take action to address the epidemic of dog fouling on Dunford Road, Annette Road and Lowman Roads in N7 by effective surveillance and prosecution of offenders.

Dog fouling on Dunford Road, Lowman Road and Annette Road has reached epidemic levels. Dog mess is regularly left un-bagged on the pavement and in the gutter such that it is hard to avoid standing in and tramping it into cars or houses by feet and baby buggies (particularly in the dark of Winter). There is also a regular deposit of dog mess which is bagged in a black bag by the owner which is then tossed into the street where it gets trodden on or driven over but does not decompose as it is within a plastic bag. It can stay like this for up weeks until the unfortunate street cleaners deal with it (which they often don't). Both examples happen regularly with additional fouling occurring on a daily basis. Several children regularly play in the street which is an obvious hazard to their health as well as being unpleasant for all residents of the street.

It is not clear where the dogs/owners are coming from in terms of within the streets or from other streets on a regular walk towards the Arsenal Stadium/ Highbury Fields. We suspect these are early morning walkers as we never see the offenders in action. Today there were 4 separate incidents of fouling between Arsenal Stadium and Dunford Road.

There are no specific dog bins provided on these streets - only one or two general purpose bins and the 11 individual signposts warning offenders of the £80 fine are clearly not acting as a deterrent to dog owners. The situation appears to have worsened during the last 6 months.

We, as residents have made numerous reports on the Clean Islington application in the past 6 months but its not clear what, if any action is being taken to address what is a clear problem of anti-social behaviour for our immediate area. Whilst we acknowledge this is a difficult offence to police there does not appear to be any active enforcement of the £80 fine given the problem is worsening.
