Introductions

Minutes:

Councillor Angelo Weekes welcomed everyone to the meeting and members and officers introduced themselves.  The Committee noted that Sergeant Fraser was  attending from the Islington Licensing Team. He gave a short summary of his role and responsibilities and answered some questions from the Committee. The Committee raised concerns about the difference in public behaviour following Covid lockdown and invited Sergeant Fraser to the next meeting of the Licensing Committee to be held in March for further discussion.

Apologies for absence were received from Councillors Anjna Khurana, Ben Mackmurdie, Matt Nathan, Asima Shaikh and Marian Spall.

7.

Declarations of Interest

If you have a Disclosable Pecuniary Interest* in an item of business:

§  if it is not yet on the council’s register, you must declare both the existence and details of it at the start of the meeting or when it becomes apparent;

§  you may choose to declare a Disclosable Pecuniary Interest that is already in the register in the interests of openness and transparency. 

In both the above cases, you must leave the room without participating in discussion of the item.

 

If you have a personal interest in an item of business and you intend to speak or vote on the item you must declare both the existence and details of it at the start of the meeting or when it becomes apparent but you may participate in the discussion and vote on the item.

 

*(a) Employment, etc - Any employment, office, trade, profession or vocation carried on for profit or gain.

(b) Sponsorship - Any payment or other financial benefit in respect of your expenses in carrying out duties as a member, or of your election; including from a trade union.

(c) Contracts - Any current contract for goods, services or works, between you or your partner (or a body in which one of you has a beneficial interest) and the council.

(d) Land - Any beneficial interest in land which is within the council’s area.

(e) Licences- Any licence to occupy land in the council’s area for a month or longer.

(f) Corporate tenancies - Any tenancy between the council and a body in which you or your partner have a beneficial interest.

 (g) Securities - Any beneficial interest in securities of a body which has a place of business or land in the council’s area, if the total nominal value of the securities exceeds £25,000 or one hundredth of the total issued share capital of that body or of any one class of its issued share capital. 

 

This applies to all members present at the meeting.

RESOLVED:

That the minutes of the meeting held on 31 May 2022 be confirmed as an accurate record of proceedings and the Chair be authorised to sign them.

The Executive Member for Community Safety and the Head of Regulatory Services introduced the draft Licensing Policy 2023-2027.

 

The following amendments were agreed during discussion of the policy.

 

·       There would be a final spell check before publication;

·       Re: paragraph 73. The addition of the words ‘or preventing’, the specifying of high strength alcohol and linking the sale of alcohol to a minimum spend on food;

·       The inclusion of paragraphs regarding arrangements for shadow licences;

·       The inclusion of a paragraph regarding the provision of toilet facilities;

·       Licensing policy 22.   Amend wording from encourage to expect. Amend paragraph wording regarding deliveries to and from the premises to read the same;

·       Strengthen the wording regarding pavement obstructions for wheelchair users.

·       Licensing policy 24/25. Amend the wording reflecting the noise taking place from deliveries;

·       Policy 26. Add additional wording regarding the use of outside tables and chairs.

·       Licensing policy 28. Delete the words ‘where possible’ to reflect the need to maximise recycling and amend the paragraph to reflection the reduction in use of internal combustion engines.

·       It was noted that there would be a joint foreword from the Executive Member for Community Safety and the Chair of Licensing at the beginning of the policy.

 

RESOLVED:-.

(1)That the report be noted and recommended to Council with the amendments detailed above;

 

(2)To confirm that the policy shall apply to all applications for a premises licence or club certificate submitted after 1 January 2023.

The Executive Member for Community Safety and the Head of Regulatory Services introduced the draft Gambling Premises Licensing Policy 2023-2026.

 

The following amendments were agreed during discussion of the policy.

 

·       There be a final spell check before publication;

·       The first paragraph relating to the general approach to applications be reworded in line with the discussion regarding aim to permit.

·       The addition of the wording ‘societal and economic impacts’ be included in Part 3 – Protecting Vulnerable People from Harm.

·       It was noted that there would be a joint foreword from the Executive Member for Community Safety and the Chair of Licensing at the beginning of the policy.

 

RESOLVED:-.

(1)That the report be noted and recommended to Council with the amendments detailed above;

 

(2)To confirm that the policy shall apply to all applications for a premises licence or club certificate submitted after 1 January 2023.
