The matter cannot be deferred to allow for 28 days’ notice to be published as it now appears that all seven Boroughs are likely to agree the new Levy Apportionment system and for this to be in place for the financial year 2016/17, each individual borough must agree the arrangements before the NLWA set their budget on 15 February.
