If you have a Disclosable Pecuniary Interest* in an item of business:

         if it is not yet on the council’s register, you must declare both the existence and details of it at the start of the meeting or when it becomes apparent;

         you may choose to declare a Disclosable Pecuniary Interest that is already in the register in the interests of openness and transparency. 

In both the above cases, you must leave the room without participating in discussion of the item.

 

If you have a personal interest in an item of business and you intend to speak or vote on the item you must declare both the existence and details of it at the start of the meeting or when it becomes apparent but you may participate in the discussion and vote on the item.

 

*(a)      Employment, etc - Any employment, office, trade, profession or vocation carried on for profit or gain.

(b)        Sponsorship - Any payment or other financial benefit in respect of your expenses in carrying out duties as a member, or of your election; including from a trade union.

(c)        Contracts - Any current contract for goods, services or works, between you or your partner (or a body in which one of you has a beneficial interest) and the council.

(d)        Land - Any beneficial interest in land which is within the council’s area.

(e)        Licences- Any licence to occupy land in the council’s area for a month or longer.

(f)        Corporate tenancies - Any tenancy between the council and a body in which you or your partner have a beneficial interest.

 (g) Securities - Any beneficial interest in securities of a body which has a place of business or land in the council’s area, if the total nominal value of the securities exceeds £25,000 or one hundredth of the total issued share capital of that body or of any one class of its issued share capital. 

 

This applies to all members present at the meeting.

A revised Appendix A was laid round.

 

RESOLVED:

(a) That the new proposals submitted by Ward Councillors and detailed in revised

Appendix A of the report of the Executive Member for Economic and Community Development, be approved in principle, subject to the Assistant Chief Executive (Strategy and Community Partnerships) being satisfied that the necessary checks have been made and any other issues resolved.

(b) That the amendments to the Ward budgets resulting from project funding being returned, also detailed in the budget summary in Appendix A, be noted.

(c) That each Ward be permitted to carry forward up to £1,000 to 2015/16 so that small amounts of funding from the 2014/15 budget can be allocated more effectively in the future.

(d) That Councillors be advised that LIF funding is not restricted to activities/projects solely in the voluntary sector ie it can also be used for Council activities

To assist in developing and sustaining a healthy voluntary and community sector in Islington.

(a) That grant awards for the third round of Islington Community Chest for 2014/15 be made to the organisations detailed in Appendix A of the report of the Executive Member for Economic and Community Development.

(b) That the proposal submitted by Cripplegate Foundation for the programme management of Islington Council’s Community Chest, and detailed in the report, be approved and, on that basis, the Council’s contribution to Islington Council’s Community Chest of £200,000 per year, for three years from 1 April 2015 to 31 March 2018, be approved.

(c) That thanks be expressed to the Cripplegate Foundation for their management of the Community Chest.

 

Reason for decision

To nurture and sustain an innovative and resilient voluntary and community sector in Islington, in particular by providing resources for smaller organisations that find it difficult to access funding from other programmes. The approval of programme management arrangements and funding contributions for the next three years will enable a successful partnership with Cripplegate Foundation to continue for the benefit of local communities.
